Ministry of Education Concludes Two-Day Strategic Retreat in Margibi County
Smell-No-Taste, Margibi County, Liberia – January 27, 2025

The Ministry of Education, under the leadership of Dr. Jarso Maley Jallah, has successfully concluded a two-day strategic retreat in Smell-No-Taste, Margibi County. Supported by the World Bank and the Government of Liberia, the retreat focused on refining Liberia’s educational priorities and aligning the Ministry’s strategic direction with the Government’s ARREST Agenda for Inclusive Development.

The retreat provided a vital platform for the Ministry’s Senior Management Team to engage in focused discussions on advancing Liberia’s education system. It facilitated alignment with national development goals and the broader objective of achieving sustainable, impactful educational reform.
The retreat began with a session led by Mr. David Woods Baysah of ADARA Research and Management Consultancy, who presented on “Improving Education Sector Management.” Mr. Baysah emphasized the importance of structured planning, high-performing teams, and effective coordination to drive successful education reforms.
He underscored the need for a holistic approach to strengthening the Ministry’s operations, promoting collaboration, and ensuring transparent communication across all sectors.
Following Mr. Baysah’s presentation, Mr. Joe Gbasakollie led a session on the “Donor Cycle,” highlighting the importance of cultivating and maintaining strong relationships with international partners to improve donor engagement and secure greater support for Liberia’s educational initiatives.

On the second day, Mr. Gabriel Nelson, also from ADARA Research and Management Consultancy, revisited the alignment between the national education agenda (AAID) and the Ministry’s strategic priorities (ESP-OP).
His session focused on balancing strategic planning with the pursuit of high-quality education, stressing the need for a unified vision to drive Liberia’s educational progress.

Meanwhile, Mr. Joseph K. Kortu, an IT Technician at the Ministry of Education, briefed the Senior Management Team on cybersecurity awareness. He highlighted the rising threat of cyberattacks in Liberia and Africa, emphasizing the importance of recognizing risks and staying vigilant. Mr. Kortu outlined strategies for prevention, including strong security measures, continuous monitoring, and employee training.

The retreat also included a presentation by the Ministry’s Communications Director, Mr. J. Maxime Bleetahn, who outlined the Ministry’s 2025 communications strategy. This strategy aims to ensure the timely, accurate, and credible dissemination of information regarding Liberia’s education sector, keeping stakeholders informed and engaged.
Mr. Bleetahn emphasized the importance of collaboration with education partners and leveraging digital tools to enhance communication effectiveness.
The retreat concluded with the establishment of an actionable timeline and a comprehensive monitoring and evaluation framework, ensuring that the Ministry’s initiatives are well-coordinated, effectively implemented, and sustained.
These measures will guide the Ministry’s efforts to advance Liberia’s education system in alignment with national development objectives.
In her closing remarks, Minister of Education, Dr. Jarso Maley Jallah, expressed sincere gratitude for the enduring cooperation, collaboration, and professionalism demonstrated by all stakeholders during the retreat.
She reaffirmed the Ministry’s commitment to fostering creativity, problem-solving, and excellence in providing quality education to every child in Liberia, without prejudice or discrimination.
This retreat marks a significant milestone in the Ministry’s ongoing commitment to reforming and strengthening Liberia’s education system, ensuring that every child in the Republic of Liberia has access to a quality education.
