Reinforcing Full Compliance with the 2024/2025 National Academic Calendar and Graduation Protocols

The Ministry of Education (MoE) of the Republic of Liberia hereby reaffirms its firm commitment to the strict enforcement of the 2024/2025 National Academic Calendar and the implementation of standardized Graduation Protocols across all public and private schools throughout the country.

As the academic year approaches its conclusion, the Ministry directs all schools to fully comply with the officially approved guidelines, with particular emphasis on graduation eligibility, uniform fee structures, and the prohibition of unauthorized financial charges.

1. Graduation Eligibility for Grade 12

Students in Grade 12 must pass a minimum of five (5) subjects, including English Language and Mathematics, in order to be eligible for graduation.

Students who have successfully completed all internal academic requirements but fall short of meeting the benchmark in the West African Senior School Certificate Examination (WASSCE) must still be awarded their academic credentials by their respective institutions in recognition of their educational journey and accomplishments.

2. Standardized Graduation Fee Structure

All schools are instructed to adhere strictly to the following maximum allowable graduation fees:

Grade 12 Students:

Public Schools: Five Thousand Liberian Dollars (L$5,000.00)

Private Schools: One Hundred United States Dollars (US$100.00)

Grade 6 and Grade 9 Students:

Public Schools: Three Thousand Five Hundred Liberian Dollars (L$3,500.00)

Private Schools: Six Thousand Liberian Dollars (L$6,000.00)

Kindergarten Students:

Public Schools:

Two Thousand Five Hundred Liberian Dollars (L$2,500.00)

Private Schools:

Five Thousand Liberian Dollars (L$5,000.00)

3. Prohibited Graduation-Related Charges

The Ministry strictly prohibits the collection of any additional or unauthorized graduation-related fees, including but not limited to:

Flexibility Fees

Camping Fees

Class Party Fees

Class Dinner Fees

Schools are cautioned to refrain from imposing any such financial burdens on students or their families.

4. Graduation Dress Code

All students must graduate in their standard school uniforms.

The wearing of graduation gowns is optional, and may only be permitted if the gowns are already owned or are provided free of charge.

No student shall be required or compelled to pay for a gown under any circumstance.

5. Enforcement Measures and Penalties for Non-Compliance

Any institution found in violation of these regulations, especially through the imposition of illegal or excessive charges, shall be subject to:

A mandatory administrative fine of One Hundred Fifty Thousand Liberian Dollars (L$150,000.00)

Possible suspension or revocation of the school’s operational permit

6. Academic Calendar Compliance Reminder

The official closing period for students in Grades 1 through 11 shall begin on Thursday, July 17, 2025, and end on Thursday, July 31, 2025. Schools must ensure that all academic activities are aligned accordingly.

No student should be denied the opportunity to learn, graduate, or participate in academic activities due to unjust or illegal financial demands.
