Liberia Advances Bold Reforms to Strengthen Early Grade Literacy and Foundational Learning
This week, Liberia took another major step toward transforming the future of education.

Appearing before the House Joint Committee, the Minister of Education outlined the Liberia EXCEL Project, a bold national plan to strengthen early grade literacy and foundational learning across more than 2,000 public schools in all 15 counties.
The proposed $60 million credit agreement with the International Development Association will unlock an additional $28.7 million grant, bringing a total of $88.7 million in new investment to rebuild the foundations of Liberia’s education system.
This initiative directly supports one of the Ministry’s top reform priorities, ensuring every child can read, understand, and thrive from the earliest grades.
Both the Ministry and the Legislature share one vision: a transparent, accountable education system that delivers results for every learner.
