Government Launches EXCEL Project to Strengthen Foundational Learning

The Ministry of Education has officially launched the Excellence in Learning in Liberia (EXCEL) Project, a US$88.7 million national initiative designed to strengthen foundational learning and improve early grade outcomes across Liberia, beginning in 2026.
Speaking at the launch, Minister of Education Dr. Jarso Maley Jallah described EXCEL as a major step in the country’s education reform agenda, placing early literacy, numeracy, teacher development, and accountability at the center of national priorities. She expressed appreciation to the World Bank and the Global Partnership for Education (GPE) for their partnership and support.

The project is expected to benefit approximately 350,000 learners, 12000+ public school teachers, and 4600+ school leaders, with a strong focus on equity and inclusion for vulnerable communities.
President Joseph Nyuma Boakai, Sr. attended the launch, reaffirming his Administration’s commitment to education as a cornerstone of national development and alignment with the ARREST Agenda.
The EXCEL Project represents a renewed national commitment to ensuring that every Liberian child acquires the foundational skills needed to learn, grow, and thrive.
