The 2025 Joint Education Sector Review opened in Buchanan City, Grand Bassa County, marking the midpoint of Liberia’s Education Sector Plan under the theme “Halfway to the Goal.”
Day 1 focused on setting the context for the midterm review, grounding discussions in evidence, restoring data credibility, and examining progress and gaps in access, quality, foundational learning, and equity.
The Review highlighted the importance of the first comprehensive Annual School Census in four years, providing a more reliable basis for planning and decision-making across the sector. Emerging trends in early childhood enrollment, adult literacy, and girls’ participation at senior secondary level were noted for deeper analysis.

Teacher welfare, financing, and system efficiency were also part of the conversation, alongside persistent challenges such as learning outcomes, over-age enrollment, TVET participation, and school safety.
The Review continues tomorrow with a focus on governance, county-level implementation, partner alignment, and agreement on priority actions for the next phase of the Education Sector Plan.
