President Boakai Signs $88.7 Million Liberia EXCEL Project to Transform Foundational Learning Nationwide

Monrovia, Liberia – July 24, 2025
In a historic and transformative step toward reshaping Liberia’s education system, His Excellency President Joseph Nyuma Boakai, Sr., on Wednesday, July 23, 2025,
officially signed the Liberia EXCEL Project—a landmark five-year, $88.7 million education initiative designed to significantly enhance foundational learning for children in kindergarten through sixth grade across all 15 counties of Liberia.

Held at the Executive Mansion, the signing marked a major milestone in the Government of Liberia’s Education Reform Agenda.
The Liberia EXCEL Project—Excellence in Learning in Liberia—represents the largest investment in Liberia’s education sector, generously supported by the World Bank and the Global Partnership for Education (GPE).
Delivering remarks at the event, Dr. Jarso Maley Jallah, Minister of Education, reaffirmed the Government’s unwavering commitment to achieving measurable improvements in early grade literacy and numeracy.

She emphasized that the EXCEL Project will directly strengthen the quality of learning in classrooms and deliver strategic, evidence-based interventions that ensure no child is left behind.
Minister Jallah highlighted the four core pillars of the Liberia EXCEL Project:
Improving Foundational Learning – Through the nationwide distribution of quality teaching and learning materials, deployment of evidence-based instructional strategies, and accelerated learning programs for overage students.

Improving Access to Education – By expanding equitable access to primary education, providing school grants, supporting classroom re-engagement campaigns, and implementing anti-gender-based violence (GBV) initiatives to create safe and inclusive learning environments.
Strengthening Systems – Through enhanced service delivery mechanisms and robust institutional capacity building across the education sector.

Project Coordination and Evaluation – By ensuring transparent management, efficient implementation, and rigorous, results-driven monitoring and evaluation systems.
Minister Jallah described the signing as a powerful testament to President Boakai’s bold vision of placing education at the heart of national transformation, social equity, and sustainable peacebuilding.
In her closing remarks, she extended sincere appreciation to Liberia’s development partners, stating:
“Your support reflects a strong vote of confidence in Liberia’s capacity to deliver results.
The Ministry remains fully committed to transparent, accountable, and impactful implementation that transforms classrooms and empowers learners across the country.”
