On June 27, 2018, the Global Partnership for Education (GPE) informed the Government of
Liberia through the Ministry of Education (MoE) of an increase in the Maximum Country
Allocation (MCA) of US$5.9 million which the Government intends to use to embark on the
Liberia Learning Foundation project (LLF).

The project intends to address institutional and governance issues in the education sector, focusing on improving
access, equity and efficiency within the sector.

The Getting to Best in Education (G2B) Project is addressing some critical challenges at the ECE
and primary levels.

The Labor Management Procedure (LMP) developed by MoE is part of the ESF/safeguard requirements
package for the LLF Project.

The Government of Liberia (GoL) through the Ministry of Finance (hereinafter referred to as Ministry
of Finance and Development Planning) will implement the Liberia Learning Foundation Project, with
the involvement of the Ministry of Education (MoE) as the implementing institution.

The Government of Liberia’s application for additional financing to the current Education
Sector Plan Implementation Grant (ESPIG) was approved by the Global Partnership for
Education (GPE), with condition, for negotiation between the Government of Liberia
(GoL) and the World Bank.

This Resettlement Policy Framework (RPF) establishes resettlement objectives and principles, organizational arrangements, and funding mechanisms for resettlement operation that may be associated with construction activities.
